CEFS 500 Week 8 DB Forum 2 Example

Reviewed by Allison Pemberton, PhD · Liberty University · Updated

This CEFS 500 Week 8 example is DB Forum 2, the 75-point forum that ends Liberty University CEFS 500 for counseling master's students, prepared with chapter 14 of Granello and Young. Students choose, in the composite prompt, one statute or government policy bearing on clinical mental health practice and weigh its effects on clients and on the profession. The thread takes up the federal change that, from January 1, 2024, let Medicare pay licensed counselors and family therapists, and argues that it matters because older adults have so few mental health specialists available to them. It also notes what counselors must now learn to serve this population. The reply extends a classmate's post on telehealth across state lines with research on the ethical issues and training needs of telebehavioral practice.

Discussion Board Forum 2: Thread and Reply

CEFS 500 Orientation to Counselors Professional Identity and Function, Discussion Board Forum 2 (thread and reply)

Thread by [Student Name]

The prompt and the classmate's post are composites standing in for the course's own forum; the law, Scripture and published studies are real; the requirements follow Liberty's public course guide for CEFS 500.

Thread

Why this part earns its pointsThe thread states the law's details first and then argues its significance, which is the order a policy discussion needs.

Until 2024, Medicare did not pay licensed professional counselors directly, which left many older adults unable to use their coverage to see one. That changed with the Consolidated Appropriations Act (2022), the year-end federal spending law enacted for fiscal year 2023, which allowed Medicare to pay marriage and family therapists and mental health counselors for covered services beginning January 1, 2024. The change came after years of lobbying by counseling organizations, and Granello and Young (2019) treat that kind of advocacy, including the push for recognition by public insurers, as part of counselor identity. The change is a reminder that professional identity includes the policies that decide which clients counselors may serve.

The change matters because the need is large and the workforce small. Bartels and Naslund (2013) warned that by 2030 the United States will have less than one geriatric psychiatrist for every 6,000 older adults with mental health or substance use disorders, and they argued that expanding other parts of the workforce, using technology and changing federal policy could help close the gap. Adding counselors to Medicare does exactly that, by bringing a large licensed workforce into the system that pays for most older adults' care.

The change also asks something of counselors. Those who wish to serve Medicare clients must enroll as providers, learn Medicare's documentation and billing rules, and build competence in issues common in later life, such as grief, chronic illness, cognitive decline and caregiving stress. Students preparing now can seek practicum sites that serve older adults and take electives in aging. Counselors will also need to coordinate with physicians, since many older clients see several specialists and take medications that affect mood and memory.

A policy change opens a door, but counselors still have to walk through it with the right training. Scripture calls God's people to honor the elderly (English Standard Version Bible, 2001/2016, Leviticus 19:32), and making competent counseling available to them under their own coverage is one practical way the profession can do so.

Classmates: would you consider working with older adults now that Medicare coverage is available?

Reply to Jasmine

Why this part earns its pointsThe reply adds research on telebehavioral practice to the classmate's licensure concern, within the 200-word limit.

Jasmine, you argued that state licensure rules limit counselors who want to see clients by telehealth across state lines, since a counselor generally must be licensed where the client is located. That is an important point for new counselors who expect to practice online, especially those living near a state border or planning to move after graduation. Research on telebehavioral health shows that the challenges go beyond licensure. Glueckauf et al. (2018), surveying psychologists about their telebehavioral practice, documented the technologies practitioners used, the ethical issues they faced and the training they still needed, which suggests that competence in telehealth has to be learned rather than assumed, even by experienced clinicians. For counselors, that means learning the rules of each client's state, checking whether interstate agreements apply, and studying the ethical standards for distance counseling before offering it. Do you think graduate programs should require a full course in telehealth practice, or is supervised experience enough?

What the CEFS 500 Week 8 instructions ask

Forum 2 is due in Module/Week 8 of CEFS 500, worth 75 points, with Quiz 14, the class wrap-up and verification of the COUN 050 orientation, while students read chapter 14 of Granello and Young. It follows the rules of Forum 1. A 350-to-400-word thread backs its claims with one or more scholarly sources in APA style, and a single reply of 150 to 200 words to a classmate brings its own source. The course competency map lists this forum as evidence for two clinical mental health counseling standards: the history and development of the specialty, and legislation and government policy relevant to it.

How this CEFS 500 Week 8 example is built

The thread opens with the change in federal law, naming the act and the date coverage began, and explains what it changed: before 2024, Medicare did not recognize licensed professional counselors as independent providers, so many older adults could not see them under their coverage. It then uses research on the coming shortage of geriatric mental health specialists to explain why the change matters. A paragraph on what counselors must do now covers enrollment, documentation and competence with older clients, and the thread closes with Scripture on honoring the elderly and a question. In fewer than 200 words, the reply brings research on telebehavioral practice to a classmate's point about state licensure limits.

CEFS 500 Week 8 grading rubric: where the points go

Forum 2 earns its points through understanding of the course, on staying inside the 350-to-400-word and 150-to-200-word bands, and on a scholarly source in each post with APA citation. A strong thread identifies a specific law or policy, states accurately what it does, and explains its significance for clients and for the counseling profession, using research to support the claim of significance. A strong reply engages the classmate's policy and adds a source. Graders also notice whether the thread links the policy to the profession's history. Accuracy about legal details, such as dates and which professionals are covered, concise writing within the word limits and correct citation complete the evaluation.

CEFS 500 Week 8 help: mistakes that cost points

Policy threads lose credibility quickly when details are wrong, so check the name of the law, the year it took effect and exactly whom it covers before writing. Explain why the policy matters by connecting it to a need documented in research, such as a workforce shortage or a gap in access. Then add one practical implication for counselors: what must they learn or do because of the policy? Keep within 400 words by limiting background. In the reply, add a source on the classmate's policy and ask a question. As the course's final forum, it also invites you to say how the policy bears on the counselor you plan to become. Check the date a law took effect, not only the date it passed.
