The writer's background and plans are a composite standing in for the student's own; the Texas requirements are taken from Title 26, Chapter 562 of the Texas Administrative Code as published in October 2026, and the studies and textbooks are real; COUC 691 is cross-listed with CEFS 691, and the paper follows the requirements stated in Liberty's public course guide for that shared course.
Substance Abuse Certification Paper: The Road to a Licensed Chemical Dependency Counselor License in Texas
Purpose of the Paper
I live in Lubbock, Texas, and expect to practice in West Texas after I finish my master's degree in clinical mental health counseling. For the past three years I have worked as a case manager at a recovery residence, where most of the men I serve have been through treatment more than once. I have watched how much difference a skilled counselor makes, and I have also watched good counselors leave. This paper identifies what Texas requires of a person who wants to provide chemical dependency counseling under the state's own credential, the Licensed Chemical Dependency Counselor (LCDC), and it sets out the steps and dates I will follow to earn it.
Capuzzi and Stauffer (2016) present professional identity, ethics and credentialing as part of the groundwork of addictions counseling rather than an afterthought, because the people seeking help are often in crisis and vulnerable to poor care. A state credential is one of the ways the public is protected. Before turning to the Texas rules, it is worth asking why such protection is needed in this particular field.
Why Credentials Matter in Addiction Treatment
Two problems in the treatment workforce make standards important. The first is instability. Eby et al. (2010) tracked actual staff departures over two years in 27 treatment organizations in different regions, public and private, and found an annual turnover rate of 33.2% for counselors and 23.4% for clinical supervisors. Most of those departures were voluntary, and the reason given most often was a new job or opportunity. When a third of counselors leave each year, clients lose relationships in the middle of treatment, and agencies are tempted to hire whoever is available.
The second problem is uneven training. Olmstead et al. (2012) interviewed the directors of 340 privately funded treatment centers across the country about the training they gave counselors in four evidence-based practices: cognitive behavioral therapy, motivational interviewing, contingency management and brief strategic family therapy. Coverage was far from complete. Among centers that used cognitive behavioral therapy, 34% gave their counselors no formal training in it at all, and 61% offered no training that included supervised practice cases; similar gaps appeared for the other three practices. The authors concluded that clients may be receiving treatments delivered with little fidelity.
A credential cannot solve either problem by itself, but it sets a floor. It guarantees that a licensed counselor has studied addiction, practiced under supervision and passed an examination. In Texas, that floor is defined in detail.
The Texas Credential and Its Framework
In Texas, chemical dependency counselors are licensed by the Health and Human Services Commission. The rules for the license were transferred in January 2025 from Title 25 of the Texas Administrative Code to Title 26, Chapter 562, so current applicants should read the new section numbers even though some sections still refer to the older Title 25 citations. The path has two stages. An applicant first registers as a counselor intern (CI), which permits supervised work, and then applies for the license after completing the experience and examination requirements.
Much of the Texas framework is organized around the knowledge, skills and attitudes, or KSA, that the federal Center for Substance Abuse Treatment (2006) published as the addiction counseling competencies. That document describes four transdisciplinary foundations, understanding addiction, treatment knowledge, application to practice and professional readiness, and eight practice dimensions that run from clinical evaluation and treatment planning through referral, service coordination, counseling, education, documentation and professional and ethical responsibilities. The Texas rules use these dimensions to define what education, practicum hours and supervised work must cover.
Stage One: Counselor Intern Registration
To register as a counselor intern, a person must be at least 18, hold a high school diploma or its equivalent, complete 270 classroom hours of chemical dependency education (or 18 semester or 27 quarter hours), complete a 300-hour supervised practicum, meet the state's criminal history standards, sign an agreement to follow the ethical standards and be judged worthy of public trust (Requirements for counselor intern registration, 2025). An important exception applies to many counseling students. Applicants who hold at least a bachelor's degree in chemical dependency counseling, sociology, psychology or another major the department accepts as related to human behavior and development are exempt from both the 270 hours and the practicum, provided they submit an official transcript.
For those who must complete the education, the rule divides it in half. At least 135 clock hours, or nine semester hours, must address substance use disorders and their treatment directly, while the other 135 may be specific or related, such as courses in psychology, counseling, mental health, ethics or rehabilitation counseling (Standards for 270 educational hours, 2025). The education must come from a career school or an accredited institution, career schools must follow the four transdisciplinary foundations, and no hours count without a passing grade on an official transcript.
The practicum has its own standards. It must be completed under a single school, documented by a transcript and a letter from the school confirming that it took place in substance abuse treatment, and delivered according to a written curriculum (Practicum standards, 2025). The intern must both observe treatment and provide services under direct observation, with at least 20 hours in each KSA dimension, and all training must come from qualified credentialed counselors. The practicum may be paid or volunteer work.
One rule deserves emphasis because it is easy to violate. A counselor intern applicant must receive written notice of registration before counting any supervised work, calling oneself a counselor intern, taking the examination or providing supervised chemical dependency services (LCDC licensure application standards and counselor intern registration, 2025). Hours worked before that notice arrives do not count.
Stage Two: Supervised Work Experience
The heart of the Texas license is 4,000 hours of supervised experience with people who have chemical dependency, earned only after registration. Those hours must be completed at a registered clinical training institution (CTI) or under a certified clinical supervisor (CCS), and the department will not accept hours from an unregistered institution or uncertified supervisor (Standards for supervised work experience, 2025). The work is documented on the department's form, signed by the CTI coordinator or the CCS, and accompanied by a job description showing duties within the KSA dimensions. As with the practicum, the experience may be paid or volunteer.
Out-of-state hours are accepted only under conditions: the applicant must hold or be seeking a credential in the other state, that state's supervision standards must meet or exceed the Texas standards, and documentation must be on the Texas form or a comparable one. An intern who has finished the 4,000 hours and is still eligible to take the examination becomes a graduate intern and may keep working under a CTI or CCS during the registration period.
For graduate students, the most significant provision is a waiver. The department may waive the 4,000 hours for applicants who hold a master's or doctoral degree in social work or a counseling-related field and have completed 48 semester hours of graduate coursework (Requirements for LCDC licensure, 2025). The applicant must submit an official transcript bearing the college's seal and the registrar's signature. Because the rule says the department may, not must, grant the waiver, I will treat it as a request rather than a certainty.
Examination and Licensure
To be licensed, an applicant must complete the application, meet the counselor intern requirements, hold at least an associate degree, complete the supervised experience or receive the waiver, pass the written examination approved by the department, submit an acceptable written case presentation, provide two letters of recommendation from LCDCs, give written assurance of access to an approved peer assistance program and pay the fee (Requirements for LCDC licensure, 2025). To sit for the examination, a counselor intern must be registered, submit an acceptable case study to the test administrator and pay the examination fee (LCDC licensure examination, 2025).
Time limits are strict. An applicant may take the examination only four times, and all testing must be finished within five years of registration. A registration expires after a fourth failure or after five years without completing the requirements, whichever comes first (Counselor intern registration expiration, 2025). A person whose registration expires must stop providing services and, to register again, must complete 12 more semester hours of related coursework.
How the Credential Fits My Career
For a clinical mental health counselor, the LCDC is not a substitute for the professional counselor license that the master's degree prepares me for; it is a specialty credential that signals training and supervised experience specific to addiction. Many clients I expect to see will have co-occurring disorders, and the KSA dimensions describe skills I will use whether a client's main concern is depression, trauma or alcohol. Capuzzi and Stauffer (2016) stress that addiction touches every area of counseling practice, and Miller and Rollnick (2013) describe motivational interviewing, one of the practices Olmstead et al. (2012) found unevenly trained, as a way of evoking a person's own reasons for change. A credential that requires supervised practice in counseling and treatment planning gives me a structure for learning those skills well instead of picking them up informally.
The turnover research also speaks to me personally. If counselors leave because the work is hard and support is thin, then the supervision years are not only a requirement but a chance to build habits that keep a counselor in the field: consultation, self-care and honest feedback.
My Plan and Timeline
My bachelor's degree is in psychology, so I am exempt from the 270 education hours and the practicum, and I can apply for counselor intern registration now. My plan has five steps:
- 1. This fall, submit the counselor intern application, fees, notarized form, photograph, fingerprints and psychology transcript, and wait for written notice before counting any hours.
- 2. Once registered, ask my employer whether the residence's affiliated outpatient program is a registered CTI, or locate a CCS who will supervise my counseling duties, and confirm the registration or certification myself.
- 3. Through my practicum and internship, document all chemical dependency work on the department's form with a job description that names each KSA dimension.
- 4. When my 60-hour master's degree is conferred, request the waiver of the 4,000 hours with an official transcript showing more than 48 graduate semester hours.
- 5. Within the five-year registration period, prepare the case study, gather two letters from LCDCs, confirm access to a peer assistance program and take the examination.
Conclusion
Texas defines the path to chemical dependency counseling with unusual precision: registration before any hours, education and practicum organized around the national competencies, 4,000 supervised hours or a graduate waiver, and an examination with firm limits. The research on turnover and training gaps shows why those details matter. For me, the credential is a way of making my work at the recovery residence into a profession, with the supervision and accountability my future clients deserve.

What the COUC 691 Week 1 instructions ask
COUC 691 begins in Module/Week 1 with this 100-point paper, due beside the Course Requirements Checklist, class introductions and Quizzes 1 to 3, while students read Capuzzi and Stauffer's first three chapters and watch one presentation. The task is practical: find out what the student's own state, or the state where the student expects to work, requires for its substance abuse counselor certificate or the nearest equivalent license, and explain it. Six to seven pages in current APA style are expected, with no fewer than three or four scholarly or official sources added to the two assigned books. Because COUC 691 shares its course guide with CEFS 691, the same expectations apply in both listings.
How this COUC 691 Week 1 example is built
After a short statement of purpose, the paper explains why credentials matter in a field that loses about a third of its counselors each year and that often trains staff unevenly. It then follows the Texas rules in the order an applicant meets them: counselor intern registration with its 270 education hours, the 300-hour practicum built around the KSA dimensions, 4,000 hours of supervised work at a clinical training institution or under a certified supervisor, and the examination, case study, letters and fees. A section on the waiver for counseling master's graduates shows how the Liberty degree changes the path. The paper ends with a year-by-year plan.
COUC 691 Week 1 grading rubric: where the points go
The rubric for the certification paper rewards research that is accurate, current and complete, an organized explanation a reader could follow step by step, sound integration of the course texts with outside sources, and clean APA style across six to seven pages. Graders check that the requirements come from the state's own rules or board rather than a training school's advertisement, and that every number in the paper can be traced to a citation. They look for the credential placed in context: what it allows, how it relates to the counseling license and why the requirements exist. A plan that ties each requirement to a concrete step shows the outcome the course names first, seeing addiction counseling as an extension of who the student is.
COUC 691 Week 1 help: mistakes that cost points
Texas versions of this paper tend to stumble twice. Some cite the old rule numbers in Title 25, which moved to Title 26, Chapter 562 in January 2025, and some merge the counselor intern stage with the license itself. Read each rule section and keep the stages separate: registration first, then supervised hours, then the examination. Explain abbreviations such as CI, CTI, CCS and KSA the first time they appear. Do not assume a waiver will be granted; the rule says the department may waive the 4,000 hours, so present it as a request with documentation. Finally, connect at least one outside study to the reason the rules exist, such as staff turnover or gaps in training.
